Chipset difference to x399
CPU actually still has 64 PCI-Express lines, not gen 4.0 x
AMD made 8 lines connection to chipset for sole reason - break compatibility with x399 due to Taiwan makers request and their greedy investors.
The AMD TRX40 chipset is almost 100% X570, just PCI-Express gen 4.0 is configured differently to accommodate the wider x8 chipset-bus.
As you can see it is ZERO reason to put 8 PCIe lines (and they are v4.0!) to such chipset and with CPU having so much PCIe lines by itself.
It is some kind of AMD abortion, just reuse of horribly underpowered x570 chipset.
This last slide is also very interesting an and it means that AMD is actually specially limit Threadripper chips by releasing TRX40 chipset, as IO die is actually 8 memory channel capable.
Info embargo lifts in a few hours at 9 AM (EST).
The actual 'on-shelf / launch' embargo would be lifted on the 25th of November, again at 9 AM (EST).
Ryzen Threadripper 3990X announcement will happen in 2020 only (as now AMD wants to sell same CPU under EPYC brand with big premium).
Other leak suggest $1399 and $1999 prices in US without taxes (very close).
EU price will be around 1500 EUR, 2500 EUR.

Issue with VRM is that it is extremely packed on small space, making it very inefficient in heat spreading.
Check x570 boards prices (I mean top ones, and they are much simpler and weaker).
All main board makers specially requested AMD to help them hike the prices to the roof.
We now have same cartel where you can't buy chipset even for repairs.
If any company could just buy all main motherboard chips like chipset and multicontrollers (it is more easy, but also restricted) - we will see big failure of Taiwanese cartel.
None of current Chinese companies are allowed to make their own mainboards due to lack of chipsets supply (they only use desoldered chips from old boards).

Well, that would be a huge step backwards. If someone runs their hardware 24/7 or most of the day anyway, electricity bills become an issue. I think it's best to get TR2 these days - because the 3rd gen will be announced soon, they can be had for decent money. After turning off Core Boost and playing a bit with PPT it's possible to get a pretty economic setup without sacrificing a lot of performance.
Well, if they want to use all potential, I do not see why not.
Of course, they won't declare TDP as high due to bad PR image, but in reality if you will remove limits of power converters and CPU temperature it is easy to achieve even on 16 core.
You must also know that contrary to 1st and 2nd gen Threadrippers, this CPUs won't get special best chiplets selected, as all of such now are consumed by EPYC buyers (read - government and large corps).
TDP of 280W doesn't make sense at all. Maybe for the 64C monster, but not 16/24 or even 32.
