If you look around you will see elites losing last hints of patriotism. Everything is for sale (if not sold already), and best way is to sell all to some big international bank or corporation. I am sure soon they will declare that 100% of medicine and schools must be sold and turned into commercial ventures. Same will happen with roads and every other infrastructure.

Such behavior has simple and logical explanation - fear (with some mix of greed :-) ). Elites are just small minority and in case of any big issues they need good protection. But local protection from army and police can be quite unstable (they usually protect someone if they are 100% sure he will win).

So, selling things (even if it produce enormous damage) add new layer of protection. Elites get assurances that buyers will provide help and will have real reasons to protect their property and people who provided them it for cheap.
