A UN panel has recommended banning cargo shipments of rechargeable lithium batteries from passenger airliners because they can create fires capable of destroying planes, according to aviation officials familiar with the decision.

Final approval from the ICAO top-level council is still needed. The council is scheduled to take up the matter in late February.

David Bowie, the infinitely changeable, fiercely forward-looking songwriter who taught generations of musicians about the power of drama, images and personas, died on Sunday, two days after his 69th birthday.

Mr. Bowie’s death was confirmed by his publicist, Steve Martin, on Monday morning.

He died after having cancer for 18 months, according to a statement on Mr. Bowie’s social-media accounts.

“David Bowie died peacefully today surrounded by his family,” a post on his Facebook page read.

His last album, “Blackstar,” a collaboration with a jazz quartet that was typically enigmatic and exploratory, was released on Friday — his birthday.

The result: 27,399 projects. Every single project my scraper could find was either successful or in progress.

This means that if you’re a human being (instead of a scraper) you could browse Kickstarter’s Discovery section for days, weeks, or months. You could look at more than 27,000 projects. And you’d never come across a failure.

Links to failed Kickstarter projects still work. For example, I can still link to Instaprint, a project that failed to meet its funding goal on April 29. Or, if you know the name of a failed project, you can search for it using Kickstarter’s search engine.

But here’s the thing: search for failed project on Google, or Bing, or DuckDuckGo, and the Kickstarter project page is nowhere in the results.

Why?

In the header section of every single failed Kickstarter project I could find, I found this robots meta tag:

• personal-view works on dedicated server and it is not cheap
• Remember that we do not have ads, "sponsors" or anything like such crap injecting stuff.
• Remember what each month we pay for hosting and it this sum is increasing, and additional daily backup located outside of hoster network (for safety).
• Remember what we don't have big team to support site. No admins, paid moderators, etc. So, huge time is invested in keeping this community alive.
• Remember that it is always best to support regularly, even very small amount if you are in economic trouble.

Did anyone try that? Do color information really improve?
